[Reporter's report]  Following the member of Hong Kong Executive Council Regina Ip, Junius Ho Kwan Yiu (pan-establishment camp) may be the second one to be sanctioned. Some netizens suggested on the Twitter site of US Vice Chairman at Republicans Overseas, Mr Solomon Yue that Junius Ho Kwan Yiu seems be a suitable candidate for the sanctions list of "The Global Magnitsky Human Rights Accountability Act". That means United States may freeze his assets in US and deny him to entry US and Mr Yue replied “Indeed!”.  Since the outbreak of “the Changes to the Fugitive Offenders Ordinance”, the situation of HK human right draws the international attention. The most shocked case is the indiscriminate attack by numerous Triads “White people” on 21 July 2019 at Yuen Long Station.  Some photos show that Junius Ho shook hand with the “White People” and therefore he was questioned to be related with this 721 case.

Mr Yue shared a suggestion on Twitter: “Junius Ho Kwan-yiu is another good choice too.” and replied “Indeed!” to show his consent. Numerous “White people” attacked citizen with rattan and other weapon on 21 July 2019 at Yuen Long Station. The video went viral on the Internet at the same day.  It shows that Junius Ho shook hand with “White People”, “White People” said they are giving some energy and Junius Ho said to the “White People” that “All of you are my hero.” After that case, Junius Ho expressed that he is unrelated with 721 case and that is not organized by him.

Mr Yue shared a suggestion on Twitter that "The Global Magnitsky Human Rights Accountability Act" can be used to punish the official who impede the implementing of universal suffrage and Hong Kong autonomy, and propose to put Regina Ip in the list and claim that “She seems to be a good candidate for the Magnitsky list.” As per Regina Ip response, Mr Yue opinion is totally ridiculous, nonsense and having doubt about his understanding of the Law.

She insist, she has never committed violations of human rights and corruption. And she said “Magnitsky Act” pinpoint mainly “Magnitsky case” and Russian officials who violate human right and ask Mr Yue “what is the Act going on in Hong Kong?” She points out that the Act is pinpoint official instead of member elected by people and she also doubt about the existence of Mr Solomon Yue.





To check the information, “Magnitsky Act” was passed by US Congress in year 2012. The law comes from Russian lawyer, Sergei Magnitsky, who disclosed a bureaucratic fraud in 2007, involving $230 million. There was a big controversy over Magnitsky died for being beaten and no proper cure during his detention for “tax evasion”. The US Congress passed the Act to impose sanctions on those Russian officials who were relevant to “Magnitsky case” and violating of human rights. Their US assets may be frozen and they will be denied to entry US.

US Congress passed the “Global version” of “Magnitsky Act” on year 2016. According to the Act, US President can impose sanction on the non-American perpetrator who kills, performs torture or behavior violating International human right to anybody from any country to exposes the illegal activities of officials, or seeks to acquire, exercise, defend or promote internationally recognized rights and freedoms, such as freedom of religion, speech, association, assembly, and the right to fair trial and democratic elections.

If any official or partner of any country engages in, assists, commands, controls or directs major corruption, US President may also sanction the relevant officials. Other than sanctions against Russian officials, the United States sanctioned 17 Saudi officials involved in the killing of The Washington Post's Saudi Columnist, Jamal Ahmad Khashoggi and six Burmese police commanders involved in ethnic cleansing in Myanmar.
